I don't think that being a B team member is hindering his development. He was actually in the A team throughout 2017, but was unable to improve on his ranking. He is simply not at the same level (yet?). Edit: The maximum number of A team players in the MS category is set at five. In addition to Momota, Nishimoto, Tsuneyama, and Sakai, there is Takeshita Riichi, who the NBA were compelled to place in the A team, as he won the 2017 All Japan Championships. Although Takeshita may well be demoted before 2019, currently there is no room for Igarashi.
