Yes, Sally could have gone down to the floor area - but does it matter? Sally may have felt a bit shy in approaching an unknown person and perhaps asked Chan Chi Choi for an introduction. I feel the most appropriate thing is to remain open minded about the matter first. Appearances can be deceiving...even though people say a camera never lies!
