It has always been like this though. The randomization is to prevent seedings from being too predictable (If I'm seeded 8th I can expected to meet the top seed in the quarter-finals every single time without fail provided that there are no upsets if we follow your system). That is the logic by which the BWF rolls when they conduct their draws.

But isn't it much harder for players to maintain a certain rankings than for the organiser to "manipulate" the seedings and decide who they want in top half or bottom half of the draw?
