Philippines Open has been re-scheduled

I'm going to be in the Philippines this summer to visit and fortunately my visit falls under when the tournament is.
So I'm wondering,
1. Where is the tournament at?
2. How can I buy tickets?
3. Can I buy in advance?

I was having a second thought about going to watch this tournament. I don't know if some top players will participate. I think the draws might be worst than the last 2 events. Hope I am wrong. I LCW or TH or PG or LD will play I think I will go.
