I don't think this is meant to be discouraging. Generally, to rebound means taking a few small steps back to the top. Like LCW, he had Misbun's coaching for 3 months and a few q-final/early round losses before winning INA SS. But I agree, a victory of WC runnersup will be a huge step forward ..... and it's not like they are not capable of doing just that.
