How do you know the reasons for the decline ? Have you done your survey or research backed up with testimonies and concrete evidence like all good statisticians and scientific analysts do ? Maybe it's a good idea to extend the doubles service line all the way to the outer backline instead of the inner backline, in which case the server need not worry too much about serving low and having the receiver rush the net , for most servers tend to serve with the racquet raise higher and higher and risk being called out as a serve-above-the-wast fault. Then, I'd expect an equal mix of low and high serves in doubles. Could be a game changer.
