There is no rules for swinging sideways before serving. If it is, Boe would have got the caution when he was playing.
its not the swerving, its the time he takes to pretend he is ready to serve and continues to swing to delay the serve, thats delay of game

It's the player behind that has to move into position for defense, after seeing where the partner in front moves. I think that's Shetty's fault.
