Since 1997, Hong Kong is legally a part of China (its official country name is Hong Kong Special Administrative Region of the People's Republic of China). The autonomy of Hong Kong is a politically contested issue, and thus China insists on this somewhat awkward name to stress its claims. China lays similar claims to Macau (competing under the name Chinese Macau) and even Taiwan (competing as Chinese Taipei). Other countries are more relaxed about this kind of this thing and try to convince the citizens to stay with inducements and partial grants of autonomy; Scotland just competes under the name Scotland.
Hong Kong also have a different flag, officially "the regional flag of the Hong Kong Special Administrative Region of the People's Republic of China". That's a long name.

I think ucantseeme meant Taiwan has 2 flags. Don't they have the red flag with the blue sun and then also the flag with Olympic rings used for sports representation?
