If I am PBSI or Indonesian government, actually I would not be going after just bwf, instead it should be NHS and UK government. And I will even ask bwf and other badminton association to jointly sue NHS and UK government. Bwf and other badminton association should be concerned that the popularity of the sport is going down and it is getting harder to get sponsor to hold tournament. But then, most badminton association heads are politically related so it is hard to imagine they would do it.
what is the legal standing of pbsi, et al.? they should initiate their lawsuit based on what legal theory? was there a breach of contract, any other actionable tort or malfeasance? how exactly do you think suing the nhs/uk gov't will play out? i'm not dismissing your idea, but, when people toss around 'sue them' i'd like to know if they really understand what the whole process entails. otherwise it's just like commentating on a sport you know nothing about.
Popularities will be at new low after this fiasco. The pandemic coincides with dearths of new talents. Youngsters not having much chance to plaj at any etc. the problem is where are they bringing this sports to.
there are already some lawsuit against government policy over covid 19 measures. anyway, the way things going with PBSI and Indonesian government, I think they are just going to international sports body in order to pressure bwf, I think to get some things change in bwf.
Is that something to do with the isolation rules? e.g. not being allowed to share a vehicle if you're suspected of carrying COVID?
Not sure what the exact law is, but simple ethics dictate you really shouldn't get a cab when a test says you might be positive, yeah. But that's never stopped a bunch of dramatic, self-centered crybabys from complaining...

What I would like to see is that more tournament should be held. Of course not going to have as many as before because it is more difficult to get sponsor and the government approval. But the change that is important is that bwf and tournament organiser should try to get as many players as possible to attend(but not compulsory). That is an open tournament is all about. If players are really sick/injured, then we can't expect them to play but when they are not and they wanted to play, no government nor their country badminton association should be able to get in their way. Just admitting guilt without any change in future tournament is pointless
