When the other partner is not able to play, the original partner will still be ranked higher then the rest of the other pair. Did some research. Nitya / Greysia Polii is ranked no 2 in the world. Although Nitya is not playing this time the world ranking still stands at no 2 hence Anngia / Polii gets to play as WD 1.
